asked the Minister for Local Government if he will explain the delay in giving sanction to a proposal from Laois County Council in connection with the watermain extension to the rere of the county council cottages at Abbeyleix Road, Portlaoise, County Laois; and if in view of the fact that this matter has been with his Department since 15th September, 1965, he will state when it is proposed to give his approval so that the council may proceed with the work.

Approval in principle to this proposal issued to Laois County Council on 6th January, 1966. There was no undue delay in dealing with the matter.

Could the Minister say, as a matter of interest, what is the difference between "general approval" and "approval in principle"?

Approval in principle is when a scheme, as a scheme, is a desirable and worthwhile proposal. To give further approval, we have got to have further final details of the whole scheme, its plans, specifications, costings, et cetera. In principle means that as a whole we think it is a desirable scheme and, subject to everything else being OK we will approve.
