asked the Minister for Industry and Commerce when he intends to introduce amending legislation to the Industrial Relations Act, 1946; and if he will indicate broadly the major changes envisaged, having regard to the submissions made to him by the Irish Congress of Trade Unions.

I intend to introduce legislation amending the Industrial Relations Act, 1946, as soon as possible, but I am not at present in a position to name a specific date or to indicate broadly the changes envisaged.

Would the Minister indicate what he means by "as soon as possible", and does he intend, before he introduces the legislation, to have consultations with the Irish Congress of Trade Unions?

"As soon as possible" means that there are a considerable number of people who will have to be consulted. Therefore, as quickly as I can proceed, giving due time for consultations with other people, will be the time when the legislation is introduced. I intend to consult with the Congress.

Would the Minister bear in mind that "as soon as possible" should not change the pace, having regard to what was said in 1965?

The representations about speed should be made to a wider group of people rather than just to one Minister. I shall move as quickly as I can but I must consult these people.
