The answer is "No". The position is that, in May 1964, the Commissioners of Public Works gave final approval to the Laois County Council for the erection of a public toilet on a site which formed part of the former military barracks at Portlaoise. In July 1964 the council informed the Commissioners that they had decided to abandon the proposal to erect a toilet on the site in question.
