asked the Minister for Posts and Telegraphs if he will promote the interests of the bloodstock industry by issuing a stamp to mark the achievements of the great Irish horse, Arkle

The stamp programme for the present year has already been settled. The Deputy's suggestion, with any others, will be considered when the next programme is being drawn up.

Could the Minister say when the next programme will be drawn up?

The next programme will be the 1967 programme. The 1966 programme has already been completed and other stamps in the series will be due for designing. The stamp design committee and the people responsible for producing stamps are pretty well taken up with work for 1967.

Would the Minister not agree that stamp designs provide a very useful avenue for the promotion of a good national image abroad and in connection with my suggestion, it would supply us with an opportunity of doing something——

We thought that for Tulyar.

They are too young to remember that. None of these boys remembers that. Would the Minister not agree with my suggestion that this could benefit the export business?

There are so many things we are asked to have for stamp designs from time to time that it is a question of——

Tulyar was a flop.

He was still the best advertisement——

An absolute failure.

This is a great horse.
