asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation No. 478 on the right of conscientious objection which was adopted by the Consultative Assembly of the Council of Europe on 26th January, 1967; and if he will instruct his Permanent Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this recommendation.

asked the Minister for External Affairs what is the attitude of the Government with regard to Resolution No. 337 on the right of conscientious objection which was adopted by the Consultative Assembly of the Council of Europe on 26th January, 1967; and what action the Government have taken, or contemplate taking, on it.

Recommendation No. 478 and Recommendation No. 478 and Resolution No. 337 adopted by the Consultative Assembly on 26th January, 1967, both refer to the question of a right of conscientious objection.

Both the Recommendation and Resolution have been discussed in the Committee of Ministers meeting at Deputy level and it seems that there is a general reluctance on the part of other Governments to act on the proposals in the Recommendation.

In these circumstances and as the problem does not arise in Ireland in the absence of compulsory military service here, the Government do not propose to take any positive action in the matter.
