asked the Minister for Local Government what regulations exist to ensure the safety of children at play and pedestrians in city built-up areas which are used by motoring schools for instruction in driving.

All traffic rules applicable to a driver apply to a person receiving driving instruction on the public roads, whether in city, town or rural areas. In addition, if he is the holder of a provisional licence and is driving a vehicle other than a motor bicycle, an agricultural tractor or an invalid carriage, he is required by the terms of his licence, to be accompanied by and be under the supervision of a person holding a driving licence for the vehicle in question.

Would the Minister not suggest to the firms concerned that they should move out from the city at least for their initial instruction?

I am sure they do that.

They do not do it where Deputy Dunne lives.

And go to the Phoenix Park, where it is even worse.
