asked the Minister for Labour if he will make the necessary arrangements whereby all employers will be required to supply to their employees booklets or leaflets on special safety measures to be adopted in each place of employment.

I am entirely in favour of the production by employers of booklets on safety measures where this is practicable. However, as circumstances vary so much from firm to firm, I think it would be undesirable to place a legal obligation on employers to produce such booklets. I would point out that under the Factories Act, 1955, an abstract of the Act, setting out, inter alia, general safety requirements must be kept posted in all factories. In addition where special safety regulations apply the Act requires these regulations or abstracts of them to be kept posted.
