asked the Minister for Local Government if his Department have taken any steps to encourage the holding by local authorities of referenda among the general population about planning decisions of major importance; and the general policy of his Department in relation to such referenda.

The Local Government (Planning and Development) Act, 1963, does not envisage or provide for referenda to be held by local authorities on planning decisions of major importance. The planning authority's decisions on matters of policy are incorporated in their draft development plans and any person may make representations or objections to the planning authority before the final plans are made. In so far as planning control is concerned, it is open to any member of the public to make representations or objections to the planning authority in connection with particular development proposals or to appeal to the Minister. In the circumstances there is no obvious need for referenda of the type suggested.
