asked the Minister for External Affairs if he will arrange that no person under 18 years will be permitted to emigrate without a travel permit to be granted (a) on proof that the emigrant is going with parent's or guardian's consent and (b) on proof by the parent or guardian that the person under 18 years is going on a holiday.

In so far as emigration to Great Britain is concerned I refer the Deputy to the answer given to a similar question in this House on the 10th February, 1965. If a person under 21 years of age applies for a passport for the purpose of going elsewhere the consent of parents or guardians is required for the issue of a passport.
