asked the Minister for Finance if he will take steps to formulate a proper system of economic planning and to enter into consultation with the sections of the community contributing to national output including trade unions etc; if economic and social planning will be prepared to cover a period of years; and, if he has such plans, if he will submit them to Dáil Éireann for discussion and consideration without delay.

The Deputy's attention is drawn to the Government's Third Programme: Economic and Social Development, 1969-72, published last March. This programme sets out the Government's plans to promote economic and social development over the next four years, in the context of the longer-term aim to achieve full employment.

The third programme was discussed with the representatives of employers' and workers' organisations, and with representatives of agricultural interests. The National Industrial Economic Council was also consulted informally during the preparation of the programme. For several years now annual consultations have been held with representative organisations in the industrial sector. Planning procedures are kept constantly under review, both as regards their operation and their effectiveness as a means of consultation with the various interests concerned.

All three Government programmes have been laid before both Houses of the Oireachtas. Deputies have ample opportunity to discuss the Government's economic and social policies in conjunction with the annual Budget debate and other periodic reviews of the economic situation.
