asked the Minister for Transport and Power the changes in the transport taxation and licensing systems which would become necessary under the common transport policy of the EEC in the event of our joining the EEC.

Progress toward the development of a common transport policy in the European Economic Community has been slow and accordingly it is not possible at this stage to say with any precision what changes will be required in our taxation and licensing systems.

It is expected that there will be progressive liberalisation of international transport between member-countries pari passu with the harmonisation of fiscal, social and technical policies in this regard of member countries.

A scheme for a multilateral quota of 1,200 road freight vehicle licences, apportioned between member-countries, is already in operation for an experimental three-year period. Participation by Ireland in such a scheme would involve modification of our road transport licensing legislation.
