asked the Minister for Transport and Power what restrictions exist on the flying of aircraft over Dublin; whether he is satisfied that these restrictions are adequate from the noise and safety point of view; and if they are being observed.

Aircraft may not be flown over Dublin except in accordance with the terms of the Air Navigation (Rules of the Air) Order, 1963 which vests adequate authority in the air traffic control service to control flight having regard to noise and safety. I am satisfied that these rules are observed by all responsible persons concerned. Investigation and appropriate action is taken in any case of a suspected breach. Airports are an essential feature of large and important conurbations and some degree of annoyance is inescapable. The air traffic control service, however, exercises unceasing vigilance to ensure that aircraft noise is kept to the minimum.

As I was coming into the House yesterday afternoon—I am not very good at recognising planes usually—a BAC 111 passed over this House and the amount of racket that was made was not what one should reasonably have to put up with. It reminded me of young fellows on motor bicycles who have no silencers.

We cannot have a debate on the question.

The Deputy is not asking a question.

Is the Minister aware that as I came into the House yesterday a BAC 111 passed over the House and made an intolerable racket?

I was not even aware the Deputy came to the House yesterday.

Is the Minister aware that the affairs of the other party which are conducted on the back lawn are being disrupted by these aircraft passing overhead? The proceedings of Deputy Blaney and Deputy Boland are being upset.
