asked the Minister for Education what is the present position regarding the proposed new Third Level institute in Limerick; whether it will be ready to admit students in 1971; and, if not, why.

Apart altogether from the necessity to spread over a number of years the large amount of financial expenditure involved in the establishment of this institute, it is necessary that the fullest assessment be made of the courses and disciplines which should be catered for in the institute. The build-up must, therefore, be a gradual one and courses undertaken only as the need for them has been fully established. There could be no question of rushing into a large building programme or a large staff recruitment scheme now. It is hoped, however, to make a beginning in a limited way in 1971.
