The impact of turnover and wholesale tax is governed by the size of the piping required, some of which may be exempt from tax, and the kinds and amounts of other materials used, some of which may also be exempt. In these circumstances it is not possible to express in general terms the extent to which these taxes affect the costs of such schemes.
