asked the Minister for Labour if he will introduce without delay, appropriate amending legislation so as to restore to the Irish trade union movement the legal standing it enjoyed prior to the Educational Company judgment.

I stated, in reply to a question from Deputy Desmond on the 17th July last year, that, in my view, legislation to extend the protection of picketing would not be justified. That is still my view.

Is the Minister aware that when Mr. Seán Lemass was Taoiseach he gave a solemn promise that he would, in fact, introduce such legislation?

That was in relation to a specific case.

The Deputy is well aware of my views on this matter. There are other things I would like to have done before I would refer to that.

Is this the Minister's view or the Government's view because the Taoiseach said he was speaking for the Government——

This is the Government's view as it applies to me.

There was such a thing as collective responsibility when Mr. Lemass was Taoiseach. How many times have representations been received from unions or from the Irish Congress of Trade Unions over the last year?

No, they are well aware of my views on this matter and anything to be done in this respect will be discussed with them.
