Mr. O'Donnell

asked the Minister for Transport and Power if he will make a statement giving the reasons for the recently reported restrictions on private pilots operating from unlicensed airfields.

The restrictions referred to are contained in the Air Navigation (Aerodrome and Visual Ground Aids) Order, 1970 and their purpose is to ensure that the aeronautical services have the information and authority necessary to discharge their responsibility for the safety of air operations having regard to the increasing volume of traffic, increasing complexity of aircraft and other relevant considerations. Discussions are proceeding with representatives of the interested parties to ensure that the purpose intended is met with the minimum of intervention in and regulation of the activities of owners of private aircraft. I accept that the order may have created temporary difficulties for private pilots and I have, therefore, arranged a discussion of the matter between the private pilots and my Department with a view to resolving the difficulties involved.
