asked the Minister for Local Government if, having regard to the difficulties being experienced by parties injured in traffic accidents in pursuing their claims for losses against guilty parties who are resident abroad or against limited companies which though fully operating in this country are incorporated and have their registered offices in Britain, he will require by legislation or otherwise that insurance cover on mechanically propelled vehicles will be invalid unless both the insured person and the insurance company concerned have addresses within the jurisdiction of this State for the service of documents; and, if not, why.

If the law on compulsory motor insurance were changed along the lines of the Deputy's proposal it would run counter to the internationally accepted system of green card insurance cover for visiting motorists which, incidentally, is availed of by Irish motorists abroad. I cannot therefore accept the Deputy's suggestion. Any question relating to the serving of documents on residents outside the jurisdiction should be addressed to the Minister for Justice.
