asked the Minister for Justice (a) what instructions, if any, he has issued to the Garda Síochána with regard to the treatment of persons taken to police stations who have not been formally charged; and (b) whether he will take such steps as are necessary to ensure that persons taken into custody are apprised of their right to obtain legal advice and to communicate to their relatives or next-of-kin the facts concerning their whereabouts.

There are no instructions in regard to persons who have not been charged and I am not aware that there is a need for instructions in regard to them. There are standing instructions that persons in custody be given every facility to communicate with relatives and legal advisers and I have no reason to doubt that they are adequate.
