asked the Minister for Agriculture and Fisheries if he will furnish specific information on the difficulties encountered in recruiting and training sufficient staff to operate a comprehensive milk recording scheme.

The difficulties derive mainly from a general temporary shortage of qualified candidates available at present for field posts in my Department, for which there has been a high level of demand in recent years, as well as from the need to take account of the position of the staff hitherto employed on milk recording work by cow testing associations. I expect that the difficulties will be resolved soon.

What qualifications are needed for these jobs?

Qualifications that enable the officers in question to carry out their tasks properly.

Would the Minister be a little more specific? What qualifications are these?

If the Deputy would put down a question to that effect——

I put down two questions on this subject. This is the second time and I have asked for specific information. Would the Minister please tell me what qualifications are required?

The Deputy's question asks: "if he will furnish specific information of the difficulties . . . ".

If the difficulty is that there is not sufficient qualified staff surely it is axiomatic that the Minister should be prepared to tell us what the qualifications in question are?

Surely I have answered the question adequately, a Cheann Comhairle?

The question of qualifications does not arise on Question No. 28.
