asked the Minister for Health when it is proposed to introduce legislation to legalise the marriages of Irish citizens who went through a religious, but not a civil, ceremony in France and Italy.

As I informed the Deputy in reply to a similar question on 24th February, 1971, I propose to introduce legislation dealing with the marriage of Irish citizens who went through a religious, but not a civil, ceremony in France. As far as can be ascertained the problems that arose in France do not arise in relation to ceremonies in Italy. The timing of such legislation depends on the completion of the consultative process which is still proceeding. The Deputy may take it that no time will be lost in proceeding with this measure.

Surely the Minister is aware that this matter has been under consideration for at least ten years and that ten years ago one of his predecessors announced that he proposed to introduce such legislation? In view of the fact that the matter is one of urgency would the Minister make an effort to have the legislation introduced this session?

I will do my best but it is a very difficult question. The interpretation that will be put upon the legislation, the change in the legislation, is something that requires considering and so far I have not secured absolute agreement.

Surely it should be possible to reach a conclusion on it? It is a question of fact and if the matter is going to be dealt with it should be dealt with without putting it on the long finger. I am not blaming the Minister; perhaps somebody else is responsible for it; but if somebody else is responsible the Minister should say so.
