asked the Minister for Local Government if a county council can lease or sell a farm to a committee of agriculture; if so, whether they have the power to insist on the handing over of profits, over and above the lease rent, to them for the relief of rates; if a county council can make loans to a committee of agriculture for capital expenditure on the farm or undertake the capital expenditure, including the purchase of stock or machinery, and then levy on the committee a fair sum to defray principal, interest and depreciation on such stock and machinery; and if a county council can borrow from institutions, e.g. the Agricultural Credit Corporation, with his sanction, for those purposes.

County Councils have a general power to lease or sell land subject to the Minister's approval in particular cases; generally the law does not provide for any restriction on a rent payable to a local authority. County Councils have no power to lend moneys to committees of agriculture.
