asked the Minister for Justice if his attention has been drawn to a statement by a high ranking officer of an illegal organisation (details supplied) that a man who died was the first martyr of the new phase of the republican struggle and that their duty was to reply as he replied in the language that brings these vultures to their senses most effectively, the language of the bomb and the bullet; and what immediate action he proposes to take to deal with this situation.

Criminal proceedings have been initiated in relation to the statement referred to and the matter, is, therefore, sub judice.

My question deals with the real breakdown of law and order not as regards a particular individual but the fact that there is a concerted and well organised effort by illegal organisations to usurp the functions of the State at present by the gun and the bullet.

This is completely out of order. The Minister has informed the House that this matter is sub judice and therefore cannot be discussed.

I will have a question next week.

May I ask the Minister whether criminal proceedings have been taken against the person who made that statement?
