The arrangement to which the Deputy refers was made so as to encourage newly qualified young teachers to spend some time in the educational services of developing countries before commencing their teaching careers here. The fact that this was done for a specific purpose should not involve its being done generally and without any limitation. Furthermore, I do not feel that it would be desirable to do so.
