asked the Minister for Justice if he has made any regulations relating to the promotion of superintendents in the Garda Síochána to the rank of chief superintendents; and, if so, what they are.

The answer is "No".

Would the Minister tell me why superintendents, excellent officials, men who do not agree with selective justice, have been passed over? Why have they been passed over while others, who are prepared to drink and carouse with Fianna Fáil Ministers, have been promoted?

The sending forward of names for promotion is done by a selection board and that selection board consists of the commissioner and a number of senior officers.

Is the Minister aware of the amount of intimidation that goes on at present by his colleagues? Is he further aware that superintendents are not allowed to do their duty?

That is not true.

It is quite true and the Minister knows it. There is a breakdown of law and order due to intimidation.

There is no intimidation.
