Vol. 256 No. 6

Ceisteanna—Questions. Oral Answers. - Formosan UN Representation.

13.

asked the Minister for Foreign Affairs if it will be the policy of his Department to support the entry to the UN Assembly of the representatives of the Formosan people; and, if he will outline the resolutions on which the Irish representative voted and detail the instructions given to the representative in each case.

As to the first part of the Deputy's question, I do not propose to enunciate a policy in relation to a purely hypothetical situation.

As to the second part, three proposals were tabled in the General Assembly, namely,

(a) a proposal by Albania and others to seat the representatives of the People's Republic of China in place of those of the Republic of China;

(b) a proposal by the United States and others affirming the right of representation of the People's Republic of China and the continued right of representation of the Republic of China and recommending that the People's Republic of China be seated as one of the five permanent members of the Security Council;

(c) a proposal by the United States and others that any motion to deprive the Republic of China of representation was an important question, requiring a two-thirds majority.

Ireland voted in favour of a request by the United States for priority for the "important question" proposal. This request was agreed to. Ireland then voted against the "important question" proposal itself, which was defeated, and in favour of the Albanian proposal, which was adopted. The United States substantive proposal was not put to the vote.
