asked the Minister for Justice whether, in view of the alarming increase in vandalism and the defiant attitude of law-breaking teenagers in Dublin city, he will establish a special Garda squad to deal with the problem.

While every effort is being made to cope with vandalism, the Garda do not consider that the establishment of a squad to deal exclusively with the problem would be justified. The special task force established in Dublin in August, 1971, have, however, been paying special attention to areas in which vandalism is prevalent.

The strength of the force in Dublin has been increasing and will be increased still further over the next few years. This will allow continued improvement in patrolling, which is probably the most effective way in which the Garda Síochána can help to combat crimes of this sort. However, as I mentioned in answer to previous parliamentary questions on the subject, most of the damage is done by youngsters between 12 and 15 years of age, and I believe that action by parents, teachers and local community leaders can be much more effective in installing a sense of civic responsibility in these young people than any Garda activity.
