asked the Minister for Finance if he is satisfied that the working out of national research strategies is urgent from the economic point of view.

It is now accepted in all developed countries that there is a correlation between the national level of scientific and technological activities, including research and development, and economic growth. It follows that there is an obligation on Government so to allocate resources in science and technology as to secure the maximum contribution to economic and, of course, also social development. The achievement of this maximum contribution must postulate a planned strategy for the utilisation of resources in science and technology. The Government accept and will promote the contribution which science and technology can make to economic development.
