asked the Minister for Industry and Commerce if he will outline the Government's plans to eliminate technical barriers to trade.

I presume the Deputy refers to the elimination of technical barriers to trade between member countries of the EEC. The removal of these barriers is undertaken by the Community, each member government being consulted in the drafting of directives.

asked the Minister for Industry and Commerce if the Government have any plans to eliminate legal barriers to co-operation between firms.

There are in general no legal barriers to co-operation between firms other than legislation designed to regulate undesirable forms of co-operation which could lead to restriction of competition or abuse of a monopoly position.
