Written Answers. - Higher Education Grants Scheme.

Ceist:

189 Mr. Noonan (Limerick East) asked the Minister for Education if his attention has been drawn to the fact that students entering third level education in 1992, who apply for a higher education grant in 1992, are being assessed for eligibility on their family income in the year they did their Leaving Certificate, rather than on the current year; if he will examine the situation with a view to changing the regulations to enable them to avail of the income limits in the modified scheme; and if he will make a statement on the matter.

The range of improvements I have made in the 1992 higher education grants scheme applies to all new entrants to approved courses in third level institutions.

Income eligibility for new entrants is assessed by reference to the reckonable income for the year ended 5 April 1992 and the substantially increased 1992 income limits.
