asked the Minister for Defence the basis for the decision to refuse a special allowance to an Old IRA medal holder (name supplied) in County Waterford on the grounds that his income exceeds the limit because his nephews give him some money by way of gift.

The special allowance is an annual sum of such amount as when added to the applicant's yearly means will not equal or exceed the appropriate annual sum. The appropriate sum in the case concerned is £258.00 per annum. The applicant informed the investigating officer that his means were contributed from his nephews which were estimated at £312.00 yearly. Such contributions are assessable and, as his means, therefore, exceed the appropriate annual sum, he is not eligible for a special allowance.

He is not a member of Fine Gael.
