I announced in my speech on the Estimate for my Department that I propose to introduce legislation to provide employment opportunities for handicapped persons. The sightless will, of course, be included in the proposed legislation. It is my intention to consult organisations concerned with the handicapped, including those with a special interest in the blind, to ensure that the legislation will be on the best possible lines.
