asked the Minister for Education if he will consider introducing legislation whereby a system of local youth officers may be established which will be flexible enough to meet the special needs of young people in each locality.

I am at present making a study in depth of youth policy. Proposals along the line of the Deputy's question are amongst those being especially considered.

Can the Parliamentary Secretary give any indication as to when we may get some firm commitment from him as to what the youth policy will be because we have a number of questions on it?

This matter seems to have been acquiring enormous urgency on the other side of the House in the past few months. I can assure the Deputy that I am giving the matter very active consideration and hope to make a decision as quickly as possible but I am not going to set a time limit.

Would the Parliamentary Secretary not agree that over the past few years great progress was made by the previous administration?

There has been progress made by the previous administration but the question of the training of professional workers seems to have been a matter that has been left to this Government.

It is the next step.
