asked the Minister for Foreign Affairs if diplomatic immunity is being abused in the matter of parking offences.

While there are infringements of parking regulations by individual diplomats these, although regrettable, are not so numerous as to suggest an abuse of diplomatic immunity. Generally speaking, diplomats in Dublin appear to be conscious of their duty, without prejudice to their privileges and immunities, to respect the laws and regulations of the country.

Does this apply equally to all countries? Is there any one country that abuses these privileges?

No, not to a significant degree. There are relative variations but the number of infringements is so small that variations between them are random at that level. This is a problem in other countries where there are very large diplomatic communities and where some countries have been held to have abused their immunity. It is really not a problem here.
