asked the Minister for Foreign Affairs the plans the Government have prepared for forthcoming international conventions and programmes which seek to harmonise and co-ordinate on a world or regional basis the appropriate national legislation and regulations for environmental protection and administration.

The Government are fully conscious of the need for effective harmonisation and co-ordination at both global and regional level of measures to safeguard and enhance the environment. They aim to contribute as far as possible to the work of drawing up and implementing appropriate international conventions and relevant environmental programmes. As an example, I would refer the Deputy to a conference at Paris, which concluded on 21st February last, where Ireland played an active part in drawing up a convention on the prevention of marine pollution from land-based sources. The convention will soon be considered by the Government with a view to signature on their behalf and subsequent ratification.
