asked the Minister for Education why a student (name supplied) in Dublin has been refused a university grant while studying for the Higher Diploma in Education.

This student held an office of profit during the session 1973-74 while he was studying for the Higher Diploma in Education and, under the terms of the scheme, his higher education grant was discontinued.

Does the Minister realise that part of the profit—using the word the Minister used in his reply —was that he had to live in in a boarding school which he did not wish to do, but in order to keep the position, he had to live in? It was a matter of compulsion. Would the Minister not consider that part of the grant should have been paid to the student?

The assessment of this is really a matter for Dublin Corporation who made an assessment and decided that no grant was payable under the terms of the scheme.
