asked the Minister for Education the amount of money allocated by his Department by way of capitation grant for each higher diploma student in the universities and university colleges for the year 1973-74.

My Department do not allocate funds to the University Colleges by way of capitation grants for higher diploma in Education students. Costs in relation to these students, in common with other students, are met by the colleges from their general income. In this connection however, I desire to state that the information requested by the Deputy in the question from him on 25th April last in relation to the amount of State funds spent per annum on each higher diploma student is now available. It is in the form of a tabular statement which, with the permission of the Ceann Comhairle, I propose to circulate with the Official Report.

Explanatory Note on Table.

This table shows the estimated expenditure in each of the Colleges of the National University of Ireland, Trinity College, Dublin and St. Patrick's College, Maynooth in 1973/74 on students for the Higher Diploma in Education. The estimates show in column (1) the total direct expenditure on the School/Department of Education in each College and in column (2) apportionment of each of the College's overhead or indirect expenditure on such departments. Higher Diploma students fees (column 4) are deducted from the totals of column (1) and (2) to give the net State expenditure on such courses (column 5). Dividing this net State expenditure by the number of students (column 6) gives the net State expenditure per student (column 7).

The information in this table is as accurate as possible. There must be some reservations, however, in regard to the calculations made as overhead or indirect costs can only be apportioned on the basis of the proportion which Education Departments direct costs form of total academic department costs.
