asked the Minister for Justice if the experiment carried out in the J district of the DMA with social workers and youth and community leaders was successful; if so, if he will authorise and assist the development of this discussion in the future; and if he will agree that at least one day each year should be set aside for these local organisations to meet in their local Garda station with particular reference to the Ballyfermot area, Dublin.

The commissioner informs me that the experiment referred to is a worthwhile project. No special authorisation is needed by Garda officers for discussions with local youth and community leaders—they can and do avail themselves of opportunities to participate in such discussions and the commissioner does not consider that setting aside one special day each year for discussions with local social workers is called for.

Does the Minister not appreciate the fact that sometimes the youths look on the Garda as the enemy, whereas if this type of experiement were extended to all Garda stations there would be a greater understanding of the role of the police force and of the security forces? Does he not agree this might help the youth to grow up to be better citizens? Therefore will he ask the commissioner to encourage this type of activity, where the youth can come to the Garda station and discuss local matters with members of the force?

Members of the Garda Síochána are aware of the need to keep in touch with local youth organisations and they do not need to be encouraged by the commissioner to do so. They do so as a matter of course. This applies to the Garda at all ranks. I agree with the Deputy that it is important that the Garda be identified with their communities and they are encouraged to take whatever steps may be necessary to achieve this identification right across the country.
