asked the Minister for Agriculture and Fisheries why an applicant for cattle feed vouchers in County Donegal (name supplied) has not received any.

The applicant's case was being dealt with in order of receipt of such applications and vouchers have since been issued to him.

Would the Parliamentary Secretary say if those who applied for feed vouchers before the Department ran out of money will now have to re-apply?

Their applications still stand.

Would the Parliamentary Secretary say when the people in general who applied long before Christmas will get their vouchers?

This question relates specifically to County Donegal and if the Deputy wants a general statement he will have to put down a question asking for that.

In other words, the Parliamentary Secretary is asking for 10 or 20 questions——

We must deal with questions in an orderly manner by way of relevant question and answer.

Does the Parliamentary Secretary think that the other vouchers will be issued shortly?

This question relates to a specific case and I have answered it.

You have not got the money to pay for the vouchers.

Is the Parliamentary Secretary satisfied with the way the scheme is working and that it is benefiting farmers?

The question relates to a particular case in County Donegal: it is not a general question.

In my view the function of the Chair is being usurped by the Parliamentary Secretary. I should like to ask the Parliamentary Secretary if he thinks the cattle feed voucher scheme is working smoothly in Donegal and elsewhere?

It is working smoothly but this question asks the Minister for Agriculture and Fisheries "why an applicant for cattle feed vouchers in Donegal (name supplied) has not received any."
