asked the Minister for Health if he will make a statement on the overcrowded conditions at St. Otteran's hospital, Waterford which were exacerbated by the fire; and the proposals, if any, his Department has in this regard.

I am aware that there is overcrowding in some parts of St. Otteran's hospital and that the recent fire affected this. Conversion work within the hospital to provide new dormitory accommodation for 60 patients is planned but I cannot at this stage say when building may commence.

Are there any emergency plans to deal with the problems created by the fire?

There were in the initial stages. This resulted in some of the not-too-ill patients being sent home temporarily. Discussions are now taking place between officers of my Department and officials of the hospital with a view to providing the extra accommodation needed.

What section of the hospital was affected by the fire?

The fire was concentrated on the male side, with a consequent shortage of beds. It did not seriously affect the female side of the hospital.

How many beds were involved?

There were 60 patients involved.

Would the Minister not agree that there is an acute scarcity of beds and the FitzGerald Report is outdated? It recommended a reduction of beds, particularly surgical beds throughout the country.

I cannot accept a broadening of this question which refers specifically to St. Otteran's hospital, Waterford.

There is a medical opinion held that an effort should be made to have patients' stay in hospitals shorter.

What plans are in train to replace these 60 beds?

I do not know the details. Discussions are taking place between officials of my Department and officials of the hospital. I presume there will be recommendations arising from those discussions.

With the permission of the Ceann Comhairle I am prepared to answer the Deputy's question. Some of these people were put into the new industrial therapy unit as a temporary measure until proper accommodation is available.
