asked the Minister for Local Government if he will make a statement on the situation regarding Dublin Corporation houses erected in Dublin County Council area which are now levied for county council rates which are substantially higher than the corporation rates.

While this is a matter for settlement between Dublin Corporation and their tenants, I am advised that the occupiers of all rateable hereditaments which are situated in the Dublin county health district, including the tenants of dwellings provided in the county health district by Dublin Corporation are liable to pay the rate determined by Dublin County Council. Representatives of the Ballymun Community Council have drawn my attention to certain aspects of the matter, and I have had these brought to the notice of the city manager with a request that he investigate the matter.

Could I ask if the Minister would be big enough now to accept the Fianna Fáil suggestion that all residential dwellings be excluded from rates?

The trouble with Fianna Fáil is that they did not think of it until they were out of office.

We were not out of office when it was put forward.

They did not do anything about it.

This is not relevant.

Does the Minister deny that rates are higher than ever they were?

They are £4 in the £ less than if Fianna Fáil were here.

The highest ever.

They are penal taxation and the Minister should recognise that.

Deputy Andrews is disrupting Question Time.

Fianna Fáil thought of it when out of office and only a couple of days before the election. They did not even think of putting it in their election——

Does the Minister agree that if the income tax reliefs in industry were to be taken into account they would more or less compensate the Exchequer for the loss involved——

The Deputy is injecting new matter into the discussion.

One Fianna Fáil Deputy said it was impossible to issue 200,000 leaflets to that effect. They had to be recalled.
