asked the Minister for Labour the extent to which his Department are working towards the implementation of the rules drawn up by the European Council in December, 1974, on the improvement of living and working conditions; and if the rules will be applied in this country in the next 12 months.

asked the Minister for Labour the extent to which his Department are working towards the implementation of the rules drawn up by the Council of Europe in December, 1974, on the improvement of living and working conditions; and if the rules will be applied in this country in the next 12 months.

With the permission of the Ceann Comhairle I propose to take Questions Nos. 161 and 162 together.

The European Council (of the heads of Government) did not draw up rules on the improvement of living and working conditions at the meeting of December, 1974. I assume that the questions relate to the decision to set up the European Foundation for the improvement of living and working conditions. Agreement in principle was reached at the Council of Social Affairs Ministers on 17th December, 1974, on a draft regulation to set up this foundation. On 10th February, 1975, the Council decided to site the foundation in Ireland. The regulation setting up the foundation was formally adopted by the Council on 26th May, 1975.
