asked the Minister for Foreign Affairs if, in view of the fact that the USA is only the sixth nation to ratify the Ocean Dumping Convention which has been on freedom to provide services shall signed by 45 countries, Ireland will ratify this convention to help bring about the 15 ratifications necessary to bring it into force.

I presume the Deputy is referring to the Convention on the Prevention of Marine Pollution by Dumping of Wastes and other Matter adopted at a conference in London in 1972. This convention entered into force on 30th August, 1975 having been ratified or acceded to by 15 countries. The introduction of legislation which would permit Ireland to ratify the convention is a matter for the Minister for Transport and Power. I am informed that consideration of introduction of implementing legislation is at an advanced stage.
