Article 96 of the Road Traffic (Construction, Equipment and Use of Vehicles) Regulations, 1963 provides, inter alia, for the safe loading of vehicles generally. The making of specific regulations governing the transport of dangerous substances is a matter for the Minister for Labour under the Dangerous Substances Act, 1972.
