asked the Minister for Posts and Telegraphs the number of radio experimental licences issued annually since 1969 (a) to nationals and (b) to non-nationals; if any special conditions have been demanded in relation to the granting of these licences; and the circumstances that would necessitate that these conditions be applied.

As the reply is in the form of a tabular statement, I propose with the permission of the Ceann Comhairle to have it circulated with the Official Report.

Five of the licences were issued subject to special conditions. Special conditions are applied in cases where the operation of wireless telegraphy apparatus under experimenters' licences are considered to warrant precautions which do not need to be applied generally—for example, where the apparatus will or may be used by persons who are not licensed experimenters or otherwise to ensure as far as practicable that the apparatus will not be used irregularly. However, the fact that special conditions are applied in a particular case does not necessarily of course reflect in any way on the person or group to whom the licence is issued.
