asked the Minister for Finance (a) the number of advisers and officials, including press officers, employed by his Department, either on a fee or payment on a daily basis, and not appointed through the Civil Service Commission; (b) their names, status and salaries; and (c) the length and basis of their contracts.

(a) Two; (b) (i) H.B. Early, Special Assistant to Tánaiste, annual salary £8,751; (ii) Miss Una Colivet, Personal Secretary to Tánaiste, annual salary £5,615; (c) Mr. Early is seconded from An Foras Forbartha for an unspecified period. Miss Colivet is employed on a temporary basis under Excluding Order made by the Civil Service Commissioners under section 5 of the Civil Service Commissioners Act 1956.

asked the Minister for the Public Service (a) the number of advisers and officials, including press officers, employed by his Department, either on a fee or payment on a daily basis, and not appointed through the Civil Service Commission; (b) their names, status and salaries; and (c) the length and basis of their contracts.

The following are particulars of persons etc. currently employed by the Department of the Public Service "either on a fee or payment on a daily basis".

Number—three.

Details—Mrs. Aoileann Nic Gearailt, Operations Research Consultant: For approximately 25 days over a period of three months; Mr. Paul Dunne, consultant on Organisation: For one day a week during the year ending 31 May 1979; PE Consulting Group (Ireland) Ltd.: This firm currently provides the services of two consultants on a part-time basis in connection with a reorganisation of the Office of Public Works. Their present engagement will last until 31 December 1978.

One factor taken into account in the selection of consultants is the competitive nature of their fees which are settled in confidential negotiation with the Department. Therefore, it would not be appropriate, in these three cases, to indicate the amount of the fees involved.

asked the Minister for Health (a) the number of advisers and officials including press officers, employed by his Department, either on a fee or payment on a daily basis, and not appointed through the Civil Service Commission; (b) their names, status and salaries; and (c) the length and basis of their contracts.

The only advisers employed by my Department on a fee or daily payment basis and not appointed through the Civil Service Commission are the following: (1) Dr. D. O'Sullivan has been employed as consultant radiologist to the Department since 1964. His appointment is renewable annually by the Minister and the current fee is £9.30 per consultation. (2) Professor Geoffrey Bourke, Department of Social and Preventive Medicine, University College Dublin has been employed since 1972 as Director of the Vaccine Branch based in University College Dublin and is currently paid a fee of £265 per annum by my Department. The contract is terminable by a month's notice in writing on either side.

On the basis that the question does not refer to such grades as temporary medical referees, messengers, services attendants, cleaners and nightwatchmen the information is as follows:

The information requested is as follows: (a) One. (b) Name—Dr. James A. Crowley, BE, M.Eng.Sc., PhD, MCIT. Status—Consultant Transport Analyst. Fee—£35 per day. (c) Employed in a temporary capacity and on a part-time basis of 2-3 days per week for a period of up to two years from 3 April 1978.

The following is the information sought by the Deputy in regard to the number of people employed in my Department either on a fee or payment on a daily basis:

(a) One. (b) Mr. J.P. Butler, retired legal staff officer; on the basis of a daily fee of £15.10p. (c) Six-months from 3 July 1978 to provide assistance on conveyancing work.

asked the Minister for Agriculture (a) the number of advisers and officials, including Press officers, employed by his Department, either on a fee or payment on a daily basis, and not appointed through the Civil Service Commission; (b) their names, status and salaries; and (c) the length and basis of their contracts.

I am interpreting the question as not relating to (a) private veterinary practitioners who are engaged on a daily fee basis for meat inspection duties as required by my Department, (b) judges, referees and inspectors appointed under the Livestock Breeding Schemes and (c) retired civil servants whose services are utilised for further temporary periods.

On this basis the answer is none.

asked the Minister for Industry, Commerce and Energy (a) the number of advisers and officials, including Press officers, employed by his Department, either on a fee or payment on a daily basis, and not appointed through the Civil Service Commission; (b) their names, status and salaries; and (c) the length and basis of their contracts.

The answer to (a) of the Deputy's question is four.

The details required under (b) and (c) are as follows:

(1) Mr. Patrick J. Garvey was appointed as commercial adviser to the Minister on 1 May 1978 at a salary of £11,880 per annum. The appointment was on a full-time basis for an initial period of two years renewable for a further year by mutual agreement. (2) Mr. William S. McGarry was reappointed as Registrar of Friendly Societies on 1 October 1978 for a period of three months. The appointment, which is on a part-time basis, carries an annual fee of £2,000. (3) Mr. Richard Duffy, a petroleum engineering consultant, was employed on 3 April 1978 to provide consultancy assistance to the Petroleum Affairs Division of the Department. His appointment will extend to 31 December 1978. Remuneration is at the rate of £70 per day plus expenses. (4) Dr. David J. Burdon has been employed since 1975 as consultant hydrogeologist to the Geological Survey Office. Dr. Burdon is paid a fee of £500 per month subject to a maximum of three months in the year.

There is one such person in my Department. He is Mr. Thomas Earlie whom I appointed as a part-time consultant at a fee of £2,000 per annum.

Mr. Earlie was appointed on 1 January 1978 for a period of four years.
