asked the Minister for the Environment if any consideration has been given to restricting loading and unloading to off-peak hours to help ease the traffic problem in Dublin city.

Restrictions on loading and unloading of vehicles is an aspect of traffic control governed by bye-laws made by the Commissioner of the Garda Siochána. The bye-laws provide inter alia for the use of loading bays and the prohibition of loading or unloading on clearways during specified hours. Any change in these provisions would be initially a function of the Commissioner.

Why was this question directed to the Minister for the Environment? Obviously the Minister for the Environment is as much concerned about it as the man in the moon. It is obviously the function of some Department or some Minister.

Has the Deputy any supplementary question?

I am asking if I must re-address this question to the Minister for Justice? Obviously the question has been addressed to the wrong Minister.

It is a matter for the Government which Minister answers.

But if the Minister who answers says that he has no function in the matter and that it is a matter for the Department of Justice, the question must be addressed to the Minister for Justice.

It is not in order to argue that and the Deputy knows it.

May I have permission to retable the question to the Minister for Justice?

asked the Minister for the Environment the regulations governing the management of road traffic.

A comprehensive list of the statutory provisions governing road traffic controls is made available by my Department. This is a lengthy document and I will have a copy sent to the Deputy.

I wish to give notice that because of the crippling effects of the continuing telecommunications strike on business, community and industrial life of Donegal, which is totally isolated because there is no automatic telephone system except in the towns of Bundoran and Ballyshannon, I propose, with the permission of the Chair, to raise the matter on the Adjournment.
