asked the Minister for Labour the minimum rates of pay and hours of work of agricultural workers at each change since the operative date of the first employment regulation order made under the Industrial Relations Act; the proposals, if any, submitted to the Labour Court for the purposes of the National Understanding 1979, and the proposed operative dates and the period in weeks by which the new rates are applied subsequent to the due dates under the national agreements and national understanding.
Written Answers. - Agricultural Workers' Pay.
Since the setting up of the Joint Labour Committee for agricultural workers on 26 August 1976, the Labour Court have made five employment regulation orders governing the wages and other conditions of employment of agricultural workers, based on proposals received from the committee.
The dates for variations of pay and conditions of agricultural workers, as determined by these orders, are independent of national agreements or the national understanding. The dates of implementing of wage increases under national agreements or the national understanding vary considerably as between different categories of workers. In the circumstances it is not possible to make a direct comparison between the operative dates of pay increases being granted to agricultural workers and the dates of implementation of pay increases applicable to the generality of other workers. It might be noted, however, that the employment regulation order made on 1 November 1979, and effective from 5 November 1979, provides for the implementation of the second phase of the national understanding six months after the date of implementation of the first phase; the national understanding provides for the payment of the second phase after a nine months' interval.
