Section 17 (2) of the National College of Art and Design Act 1971 provides that the director shall be the chief officer of An Bord and shall control and direct the staff and students of the college and the activities of the college subject to the authority of An Bord.
Section 5 (1) of the same Act provides that An Bord shall carry out the management of the college and the organisation and administration of its affairs and shall have all such powers as are necessary for or incidental to those purposes.
