asked the Minister for Justice the procedures and means taken by the Garda to satisfy themselves that a crime is being committed by a person while on bail and the criteria on which such satisfaction is based.

I assume that the question is intended to refer to figures supplied by the Garda Síochána of crimes committed by persons while on bail. I am informed that the figures in question are those for which the Garda have obtained evidence sufficient to prefer charges and that they do not include cases in which the Garda are satisfied that a crime was committed by a person on bail but in which a charge cannot be preferred because, for instance, the evidence is inadmissible in court under the rules of evidence.
