asked the Minister for Foreign Affairs, in respect of the first ten months of 1979, the assistance from the bilateral aid programme that has been (a) allocated, and (b) spent, through semi-State, governmental and non-governmental organisations, specifying in the case of each project (i) the nature of the project, (ii) the organisation involved, (iii) the total cost, (iv) the share of the cost borne by the bilateral programme, by the organisation in question and by other sources, (v) the commencement and completion date of the project, (vi) the project-holder involved in the developing country, (vii) if the Irish organisation is involved on a commercial or a non-profit basis and (viii) the benefits judged to accrue.
Written Answers. - Bilateral Aid Programme.
Under the bilateral aid programme, projects are identified in consultation with the appropriate authorities in our partner countries. After a joint assessment of the project requirements, an Irish organisation, where the project does not involve the direct transfer of financial assistance to the partner country, is sought by my Department to undertake its implementation on our behalf.
Projects in the non-governmental sector are submitted to my Department by the organisations concerned for funding under our co-financing scheme. They are normally funded up to 75 per cent of the cost of a project. The total allocation to this scheme this year amounts to £1 million and it is estimated that the full allocation will be taken up by the end of the year.
Answers to (a) and (b) (i), (ii), (v) and (vi) for governmental and State-sponsored organisations are given below in tabular form. Regarding the total cost of a project, this is difficult to ascertain as in many cases projects are part of larger schemes, undertaken or financed by other donor countries or agencies. These costs are not readily available to me, nor are the back-up costs of the local co-ordinating authorities.
The expenditure under the co-financing scheme is listed separately and shown on a country basis.
Government Departments and non-governmental organisations are involved in the programme on a non-commercial basis. The basis on which State-sponsored bodies participate in it is a matter for their respective boards and/or Ministers.
In replying to an omnibus question of this kind, it is clearly not possible to set out for each individual project the "benefits judged to accrue". It might be helpful to point out, however, that the primary purpose of the overall programme is to channel official Irish aid in the most effective way possible to the poorer countries of the developing world and the poorer populations in them. Within this broad strategy, there have been to date four primary recipients of aid under the programme, Lesotho, Sudan, Tanzania and Zambia. The projects listed below, therefore, should be seen within this general framework. If the Deputy wishes me to set out in detail the aims and objectives of any particular project, I shall of course be happy to do so.
